On Tuesday, I testified before both the Senate Education and House Public Education Committees on the accountability reform bills, Senate Bill 3 (SB3) and House Bill 3 (HB3). Here is my written testimony
before the Senate, and the video is available here (scroll forward to 3:32:15). My written testimony
before the House is here, and the video is available here (scroll forward to 5:30:38)
HB3 and SB3 are partially aligned with our Board's Legislative Priority on accountability which states as follows:
ACCOUNTABILITY
Spring Branch ISD believes that it is time to replace the current accountability system with an accountability system that
- has as its sole focus the goal of ensuring that all students complete high school and are prepared, without remediation, to obtain a two-year Associate’s Degree, a technical certification, or a four-year Baccalaureate Degree
- assesses students based on annual academic, non-academic growth and development of 21st Century workforce skills
- utilizes multiple assessments
- rewards success based on overall student performance, and
- mandates corrective action for chronically deficient performance in student sub-populations.
